Avalere Enhances Government Expertise with Two New Hires Contact: Lindsey Spindle, 202.207.1337,
lspindle@avalerehealth.net Washington, DC – Avalere Health today announced that Kathleen O’Connell and Elana Leventhal Stair are joining the firm, both bringing deep government experience, including extensive Capitol Hill and agency work. Kathleen O’Connell is joining the firm as a Senior Manager, focusing on post-acute care payment policy and payment reform demonstrations. She comes from the Office of Management and Budget Medicare Branch in the Health Division, where she led regulatory review for the post-acute care payment systems. She also led development of the President’s budget initiatives in Center for Medicare and Medicaid Services discretionary activities such as fraud and abuse prevention. Before OMB, O’Connell served as a public health analyst at the Health Resources and Services Administration. She has a BS in Anatomy and Cell Biology from McGill University and a joint MPH/MBA from the University of Illinois-Chicago. Elana Leventhal Stair will join the firm as a Manager, focusing on post-acute care payment reform and long-term care financing reform, including implementation of the Community Living Assistance Services and Supports (CLASS) Act. She comes from the House of Representatives Energy and Commerce Committee, where she focused on public health and comparative effectiveness research. Before joining the committee staff, she served as a Health Legislative Aide to Congressman Frank Pallone (D-NJ). Prior to serving as congressional staff, Leventhal Stair consulted to health and hospital systems at The Advisory Board Company.
