Bob Atlas is Executive Vice President and Chief Operating Officer of Avalere. He oversees the breadth of the firm's strategic advisory services, which span multiple realms: payers - Medicare, Medicaid, and commercial; providers - acute, post-acute and long-term care; health information technology; evidence-based medicine and health care quality; and financial services.

Bob joined Avalere in 2005. He has three decades of experience in strategy, policy analysis, program development, and performance improvement for health care providers, payers, and policymakers. He was previously president of The Lewin Group, where he spent a total of 15 years. During the 1980s, Bob led the consulting practice of Jurgovan & Blair, Inc. (later American International Healthcare), supporting the early formation of the managed care industry.

Over the span of a long and distinguished career, Bob has advised hundreds of clients across the United States - health plans, hospitals and health systems, life sciences manufacturers, professional health care providers, trade and professional associations, investment firms, and local, state, and federal government health agencies.

In the late 1970s, Bob served as a commissioned officer in the U.S. Public Health Service. He worked as a program analyst in Medicare's Health Standards and Quality Bureau and later as a regional representative in the Office of HMOs.

A nationally recognized expert in health insurance innovations, Medicare and Medicaid managed care, prescription drug benefits, and the health care safety net, Bob has published and presented extensively for leading health industry audiences.

Bob received a B.A. in Economics from Oberlin College and a M.B.A. in Health Administration and Finance from the University of Chicago Graduate School of Business.
