Nora Hoban, M.P.A., is Senior Vice President of Avalere's Data Analytics practice. She leads a variety of strategic engagements for clients in the areas of Medicare and private health insurance. Ms. Hoban has more than 15 years of experience with health policy and data analysis.
Prior to joining Avalere, she was a Senior Analyst with the U.S. Government Accountability Office (GAO), where she led studies on a range of healthcare topics including the evaluation of existing prospective payment systems. Prior to GAO, Ms. Hoban served as a lead analyst for Medicare payment policy at the Centers for Medicare & Medicaid Services (CMS). While at CMS, she developed and launched Medicare prospective payment systems for hospital outpatient departments and inpatient rehabilitation facilities and provided analytical and programming expertise on a range of other payment systems including, skilled nursing facilities, long-term care facilities, and ambulatory care facilities.
Ms. Hoban holds a B.S. in Psychology from Towson State University and a M.P.A. with a concentration in Health Policy from the University of Baltimore.
