phone conference Avalere Health and Kaiser Family Foundation / The Role of Clinical and Cost Information in Medicaid Pharmacy Benefit Decisions: Experience in Seven States

Avalere Health and the Kaiser Family Foundation Commission on Medicaid and the Uninsured conducted primary and secondary research on several state Medicaid programs and three Medicaid managed care plans Our goal was to determine how states evaluate relative clinical and cost information about prescription drugs when making coverage decisions for Medicaid pharmacy benefits. The study finds that among the states interviewed all expressed interest in using clinical comparative effectiveness research (CER) to inform their PDL.

The Affordable Care Act of 2010 (ACA) allocates $60 million in support of measure development, dissemination, and implementation through value-based purchasing (VBP) efforts at the state and regional levels. Avalere sought to understand how key national performance measurement efforts are currently implemented through state Medicaid programs and to assess future trends given the evolving health policy landscape. The study finds that state and regional entities are measuring quality with varying use of nationally endorsed measures.
