Penny Mills
Vice President
Avalere Health

Penny Mills, Vice President, directs Avalere’s Medicare Practice, and oversees engagements on the Medicare prescription drug benefit for pharmaceutical and biotechnology clients, patient advocacy groups, pharmacy benefit managers, and others. Penny has more than 25 years of experience in association management, health systems administration, and consulting.

Before joining Avalere, Penny served as Division Vice President of the American College of Cardiology, where she was a member of the executive team for 13 years.  In this role, she led virtually all association activities including private payer advocacy, strategic planning, corporate relations, marketing, communications, educational programs and products, practice guidelines, membership, and finance.  

Penny’s background also includes consulting positions with the Lewin Group, American International Healthcare, and Arthur Young where she led consulting projects for managed care plans, insurers, hospitals, health systems, and employers. 

Penny received a B.A. in Psychobiology from Oberlin College and a M.B.A. and Sloan Certificate in Health Services Administration from Cornell University.
