Douglas R. Hadley, MD, MBA
Medical Officer, Director Coverage Policy Unit
CIGNA HealthCare

Dr. Douglas Hadley joined CIGNA HealthCare medical management staff in 1990, and currently serves as Medical Officer and Director of CIGNA's Coverage Policy Unit in Bloomfield, Connecticut. In this role, he directs evidence based determinations of CIGNA's medical and pharmacy coverage policies for new and emerging technologies through CIGNA’s Medical Technology Assessment Committee, and National Pharmacy and Therapeutics Committee. His department is also responsible for the correct application of claims coding edits.

Prior to this position, he served as Southeast Regional Medical Director for CIGNA. Dr. Hadley has also served as the National Medical Director for Intracorp’s Medical Operations, providing leadership to the migration of all utilization management services from 22 separate Healthplans to six regional Health Facilitation Centers. He has also served roles as the Regional Medical Director for CIGNA’s Mid-Atlantic Region, and the Senior Medical Director for CIGNA HealthCare of Virginia.

Prior to joining CIGNA HealthCare’s medical management team, Dr. Hadley served as the Medical Director for Maxicare HealthPlan of South Carolina. He previously was in private medical practice and served as the medical director of a ten-physician family medicine group in Salt Lake City, Utah for 12 years.

He is a graduate of the University of Utah with degrees in Molecular and Genetic Biology, B.A. Honors, 1969 and an M.B.A., 1987. He received his medical degree from Cornell University Medical College in1973. He is a member of Phi Beta Kappa. He is board certified by the American Board of Family Medicine, and is currently a member of the Maryland Academy of Family Practice. Dr. Hadley previously held a clinical faculty appointment to the University of Utah Medical School, and provided leadership for over ten years to a Family Practice residency clinical outpatient teaching site in Salt Lake City, Utah.

Dr. Hadley has been a strong proponent of continuous quality improvement in managed care processes through disease management, case management, utilization management and preventive care. He helped guide the Virginia Healthplan to full three-year National Committee on Quality Assurance (NCQA) accreditation several times. He has served on the Board of Directors of the Virginia Health Quality Center, and also served as the chairman of the Medical Director’s Committee of Virginia Association of Health Plans.

Among his interests outside of medicine, Dr. Hadley plays classical piano, and enjoys chess, fly fishing and woodworking. He is married for 36 years to the former Maxine Nordell, who is a registered nurse. They have two children in the Washington, DC area, a son, who is an attorney and a daughter, who is a librarian.
