Jonathan (Jon) Blum, Vice President, directs Avalere’s Medicaid practice and consults on Medicaid and Medicare policy development and commercial strategy.  Jon has particular expertise in Medicaid and Medicare prescription drug benefit programs, Medicaid state and federal reform options, and provider and health plan issues.

Prior to joining Avalere, Jon served on the professional staff of the Senate Finance Committee.  While at the Committee, Jon served as a lead advisor on Medicare prescription drug and health plan issues, playing an integral role in the drafting of the Medicare Modernization Act of 2003.  Specifically, Jon contributed to the development and design of the Medicare prescription drug and Medicare Advantage programs.  Jon also advised the Committee on Medicare provider payment policy.

Previously, Jon served as an analyst with the Office of Management and Budget (OMB), advising OMB and White House policy officials on Medicare payment policy for providers and health plans and on Medicare reform options.

Jon holds a B.A. from the University of Pennsylvania and a M.P.P. from Harvard University’s John F. Kennedy School of Government.
